Different channels for different countries

When you create a channel, you should choose the country. So, if I want operate worldwide, I should create 4 channels for each available country. Is that correct?
And another question, what if a user registered in Japan via according channel id, and later try to login to my app with the same Line account, but to other channel, for example, Indonesia. Will a user be the same for me or I another registration?
