Push messages through API messaging returns 403

Question

I set a push messaging to mt application, sending POST request https://api.line.me/v2/bot/message/push with the body {"to":"Udba9c8531b1900cd619b69c20930573d","messages":[{"type":"text","text":"hello world"}]}
and a bearer token header with the sender's accesstoken.
It always returns 403 with no further detailed message. Can someone help and let me know what am I missing here?
