Message API cannot be used in your region

Question

I am trying to create/fetch audience groups using message API. And I got the following response.

I am not sure why I am getting this.

Questions
1. What are the possible regions that message API should be used?
2. How I am get rid out of this message?

LINE seems to only be interested in supporting these countries ... Japan (JP), Thailand (TH) and Taiwan (TW).
It's very limiting.
