Are there some domain were banned for Messaging API webhook?

I have registed a freeDNS domain (<ooxx>.jumpingcrab.com) with let's encrypt ssl certification for my callback application. but the webhook event seems not sent request to my application.

but when using the ngrok tunnel https the webhook works, are there some domain banned mechanism for Messaging API?
