How to become corporate user to use IFA to add to audiences using messaging API?

I am using messaging API to create Audiences and want to use the feature where I can use IFAs to populate the audiences but this feature is unavailable for me and documents say we need to fill certain applications to become corporate user.can anyone suggest the procedure for the same.
