Can I use webhookurl as ip instead of domain?

I don't have a domain yet, so I want to use webhookurl as an ip and port number, but the verification keeps showing errors. Is it possible to use only the domain?

you can try ngrok ! it can give your localhost a temp ssl url.

Unfortunately, you can't do it. Because webhook url requires SSL. You can't apply SSL without domain name. https://developers.line.biz/en/docs/messaging-api/building-bot/#setting-webhook-url
